Short answer: a US TikTok ad agency costs $499 a month at the low end for management alone and $2,000 to $10,000 a month for a full-service retainer, with ad spend always billed on top. Of the agencies we read on their own websites on 27 September 2026, nine publish a number. The creative is where the prices actually diverge: priced per finished TikTok UGC video, the published packages cost between about $200 and $600 a video, a factor of three, for deliverables that look almost identical on paper.
Most pages ranking for this question give you a range like "$2,000 to $20,000 a month" and stop there. That range is not wrong, but it hides the one thing you need to compare two proposals: what a single usable video costs once you strip out management. We converted every published package we could onto that one unit.
A disclosure first. We sell a generator that writes UGC ad briefs and scene-by-scene scripts, including briefs for UGC for TikTok ads. We do not run TikTok campaigns, supply creators or film anything, so we are not in any table below, and we have an obvious interest in the "brief it yourself" option at the end. Weigh that section accordingly. Every price here was read on the vendor's own site on 27 September 2026, with the wording quoted.
How much does a TikTok ad agency cost?
It depends almost entirely on which of three things you are buying: media management, creative, or both in one retainer. Here is every US agency we found that publishes a figure for TikTok work.

Read the first column before the third. The $499 at the top and the $12,400 at the bottom are not the cheap and expensive versions of one service. One buys a person to run your ad account and nothing to put in it. The other buys 48 edited video assets and no one to run them.
What does a TikTok UGC video cost from an agency?
Between about $200 and $600 per finished video among the four agencies that publish both a price and a video count. This is the number to compare, because creative is the line most TikTok proposals bundle and the one that decides whether the account works at all.

Two things drive the spread, and neither is effort per video. The first is how many creators the package uses: at UGC SHOP, the per-video price stays between $425 and $600 whatever the volume, because more videos means more creators, each paid separately. The second is what counts as a video. A hook variation is the same body with a new first three seconds, and it costs a fraction of a new shoot. The Creative Engine package is $517 a video or $258 an asset depending on whether you count the hooks, which is exactly the kind of accounting that makes two quotes impossible to compare until you ask. Volume discounts are thin. Brighter Click's 18-video package saves about $14 a video over its 12-video one. UGC SHOP's cheapest per-video rate is its two-video trial.
What do TikTok ad agencies charge for management?
The published management fees fall into three shapes: a flat fee, a percentage of ad spend, or whichever of the two is greater. None of them includes the media.
- Flat with a percentage kicker. Siren charges $499 a month or 10% of ad budget over $5,000. The sentence can be read two ways: 10% of the whole budget once it passes $5,000, or 10% of only the part above $5,000. At $20,000 of monthly spend that is the difference between $2,000 and $1,500. Ask which.
- The greater of flat or percentage. Stackmatix charges $5,000 a month on a 12-month commitment or 10% of spend, whichever is greater, so the percentage takes over above $50,000 a month. Shorter commitments cost more per month, $6,000 on six months and $7,000 month to month, and every option carries a 30-day exit clause.
- A range set on a call. Top Growth Marketing publishes $2,000 to $10,000 a month "depending on TikTok ad spend volume and scope", and includes creative production in that fee.
At the small end, LYFE Marketing bundles management and creative into $500 or $800 a month, but the video allowance is per quarter, 2 or 4 vertical videos, so the monthly fee is mostly buying management. We would not treat it as a per-video price at all.
Several agencies publish a minimum ad spend instead of a fee. inBeat's TikTok page recommends "starting with $50K per month" in spend, or "$10K to $15K" for smaller brands. Lauren Labeled says it works with brands "spending $100k or more monthly on Meta and/or TikTok". Those numbers tell you who the agency is built for, and if your budget is a tenth of that, you are not it.
Which agencies publish no price?
Most of the ones that rank. We found no fee on the sites of inBeat, MediaNug, Lauren Labeled, 2POINT Agency, UGC Synergy, Social Tale, The Brand Buddies, True North Social, Thrive Agency, Moburst, Tiksly or SocialSellinator. 2POINT and Moburst have a budget dropdown on their contact forms, which asks for your budget rather than stating theirs. WebFX blocked our requests, so we could not check it and have not quoted anything for it.
Quote-only is not a red flag in itself. Retainers really do depend on spend, platforms and how much creative you need. It does mean that the first price you see will be one written for you after a call, which is why the per-video column above is useful: it gives you a reference point before that call.
Where do the published prices contradict themselves?
More often than you would expect from a pricing page, and it is worth knowing before you quote one back to a vendor.

None of this looks deliberate. Pricing pages get edited in pieces and nobody rereads the whole thing. The practical point is that if you find a cheaper number on a vendor's own page, it is reasonable to ask for it, and equally reasonable to expect the answer to be that it is out of date.
Should you hire a TikTok ad agency or brief creators yourself?
It comes down to your monthly spend and whether anyone in-house can run the account. A rough guide, built from the published figures above:

What should a TikTok agency quote include?
Six lines, and a quote that is missing any of them is not comparable with the others.
- Management fee and how it scales. Flat, percentage, or the greater of the two, and at what spend the percentage takes over.
- Number of finished videos per month. Not "creative included". A count, a length and the formats (9:16 only, or 9:16 and 4:5).
- Whether hook variations count as videos. The single biggest cause of two quotes looking different when they are not.
- Usage rights. Several agencies above include unlimited usage rights. If yours does not, ask for the scope in writing: our guide to UGC usage rights lists the clauses.
- Spark Ads or Partnership Ads authorization. Running the ad from the creator's handle often costs extra with the creator. We read published rates in UGC whitelisting fees.
- Minimum term and exit. Month to month, 30-day notice, or a 12-month commitment priced lower per month.
Is ad spend included in TikTok agency pricing?
No, in every case we read. Siren excludes "ad budget and content creation" in the same sentence as its fee, LYFE lists ad spend as extra, and the percentage-based fees are calculated on top of the spend rather than out of it. When you compare a $5,000 retainer against running the account yourself, add the retainer to your media budget, not the other way round. The media itself is bought through TikTok's ad auction either way, so what an agency changes is who sets the bids and what creative goes into them, not the price TikTok charges for an impression.
